Syria has begun turning away most Iraqis at its border. Starting September 10, only Iraqi businessmen and academics who apply for a visa will be allowed in.
One and a half million Iraqis have already fled to Syria — mainly to Damascus. The Syrian government says the influx has overwhelmed its infrastructure and economy.
The United States will fall short of its goal to admit two thousand Iraqi refugees by the end of September. About a thousand have come to the US since 2003.
